consistently been identified by program all

graduates as a weakness of the YA program.

-Limited collaboration/communication occurs

between essential stakeholders, except in small

communities.

-Lack of collaboration/communication results in

“solvable” problems encountered by SWD not

being addressed in an effective and timely manner.
